In this section updated information on methodological matters is provided.
Appendix B of the
JI guidelines defines criteria for baseline setting and monitoring.
According to paragraph 3 (d) of the
JI guidelines the Joint Implementation Supervisory Committee (JISC) shall be responsible for the "review and revision of reporting guidelines and criteria for baselines and monitoring in appendix B... , for consideration by the COP/MOP, giving consideration to relevant work of the Executive Board of the CDM, as appropriate".
CMP 1 decided that methodologies "for baselines and monitoring, including methodologies for small-scale project activities, approved by the Executive Board of the clean development mechanism, may be applied by project participants under joint implementation, as appropriate" (paragraph 4 (a) of
Decision 10/CMP.1).
Methodologies approved by the Executive Board are listed in section "
Methodologies" of the UNFCCC CDM website.
Moreover,
Decision 10/CMP.1 adopted by CMP 1 requested the JISC in paragraph 2 (f) to "develop, as soon as possible, guidance with regard to appendix B of the guidelines for the implementation of Article 6 of the Kyoto Protocol, including provisions for small-scale projects as defined in paragraph 6 (c) of decision 17/CP.7, as appropriate".
At its
first meeting, the JISC agreed to open a
call for public input with regard to guidance on criteria for baseline setting and monitoring. The comments received in response to this call were taken into account in developing a working paper on guidance on criteria for baseline setting and monitoring. At its
third meeting, the JISC requested the secretariat to launch a
call for public input with regard to this working paper. Taking
into account the comments received in response to the call, the JISC, at its
fourth meeting, agreed on
Guidance on criteria for baseline setting and monitoring (version 02) (250 KB).
Moreover, it adopted
Provisions for joint implementation small-scale projects (version 03) (154 KB).
