Background
Under the verification procedure under the Joint Implementation Supervisory Committee (JISC)
an accredited independent entity determines whether a project and the ensuing reductions of anthropogenic emissions
by sources or enhancements of anthropogenic removals by sinks meet the relevant requirements.
Appendix A of the
JI guidelines defines
standards and procedures for the accreditation of independent entities.
According to paragraphs 3 (b) and (c) of the
JI guidelines
the JISC shall be responsible for the "accreditation of independent entities in accordance with standards and procedures contained in appendix A",
as well as the "review of standards and procedures for the accreditation of independent entities in appendix A", "giving consideration to relevant
work of the Executive Board of the clean development mechanism (CDM) and, as appropriate, making recommendations to the COP/MOP on revisions to these
standards and procedures".
In its decision on
JI guidelines the COP/MOP requests the JISC in paragraphs 2 (b) and (c) to "further
elaborate, as a priority, standards and procedures for the accreditation of independent entities, consistent with appendix A of the guidelines for the
implementation of Article 6 of the Kyoto Protocol, taking into consideration, as appropriate, the procedures for accrediting operational entities developed by
the Executive Board of the clean development mechanism", and to "accredit independent entities in accordance with the standards and procedures for the accreditation
of independent entities as contained in appendix A of the guidelines for the implementation of Article 6 of the Kyoto Protocol".
Moreover, the COP/MOP specifies in paragraph 3 of its decision on
JI guidelines:
"(a) Designated operational entities under the clean development mechanism may act provisionally as
accredited independent entities under Article 6 until the Joint Implementation Supervisory Committee has approved its procedures for accreditation;
(b) Those designated operational entities that apply for accreditation under the approved procedures for accreditation may continue to act
provisionally as accredited independent entities until a final accreditation decision is taken;
(c) The determinations and relevant activities undertaken under these provisions shall be valid
only after the accreditation of the independent entity is finalized".
Paragraph 13 of the
JI guidelines stipulates that the JISC
"shall draw on the expertise necessary to perform its functions, in particular taking into account national accreditation procedures".
According to paragraph 2 of rule 27 of the
Draft rules of procedure of the Joint Implementation Supervisory Committee (193 KB),
the JISC "may establish subcommittees, panels or working groups to assist it in performing its functions".
At its
second meeting, the JISC decided to establish an accreditation panel (JI-AP). Furthermore, it requested the secretariat to make
a public call for experts to serve on the JI-AP and prepare a short list of the applicants for consideration by the JISC at its third meeting.
The JISC decided that the panel shall consist of a minimum of four and a maximum of six experts, one of which shall be an expert in baseline
setting and monitoring. Two members of the JISC shall act as Chair and Vice-Chair.
Call for experts (JI accreditation panel members)
Experts fulfilling the competence requirements listed below are invited to apply to be considered by the JISC
as a member of the JI-AP.
In order to make use of the CDM experience, the JISC encourages current and former
members of the CDM accreditation panel to apply to this call.
In addition to travel costs and daily subsistence allowance members of the JI-AP attending a meeting of the
panel will be paid fees, in accordance with UN rules and regulations.
Competence requirements
A panel member shall:

Be familiar with the guidelines for the implementation of Article 6 of the Kyoto Protocol and relevant
decisions of the Conference of the Parties (COP) and/or the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (COP/MOP);

| (b)
|
Have recognized experience and/or knowledge relevant to the joint implementation project cycle;
|
| (c)
|
Have demonstrated relevant working experience of at least two years at a managerial/
decision-making level in a national, regional or international accreditation body;
|
| (d)
|
Be able to communicate fluently, both in writing and orally, in English. A working knowledge of other United Nations languages is desirable;
|
| (e)
|
Have excellent drafting skills, strong operational and analytical skills, and the ability to work as a member of a team;
|
| (f)
|
Possess an advanced university degree in economics, environmental studies, natural sciences, engineering, development studies, or any related discipline;
|
| (g)
|
Be free from any interest that might cause the panel to act in other than an impartial and non-discriminatory manner.
|
Candidates wishing to be considered as experts in baseline setting and monitoring shall, in addition to satisfying the competence
requirements listed above (with the exception of (c)), have demonstrable technical/scientific experience related to baseline setting and/or monitoring.
Experts wishing to apply to this call shall:
