Call for inputs on guidance to criteria for baseline setting and monitoring

Background

The work plan of the Joint Implementation Supervisory Committee (JISC) for the period 2011-2013 foresees that the "Guidance on criteria for baseline setting and monitoring" should be revised. This task was identified as a priority area. At its twenty-fifth meeting the JISC considered the draft revision of the "Guidance on criteria for baseline setting and monitoring", as contained in annex 4 to the annotations for that meeting, and requested the secretariat to launch a call for public inputs, in order to include them in the draft document to be considered by the JISC at is twenty-sixth meeting. The new draft will be elaborated with the support of a small group of members (Mr. Olle Björk, Ms. Milya Dimitrova, Ms. Agnieszka Gałan, Mr. Wolfgang Seidel, and Mr. Evgeny Sokolov).

Call for public inputs on the draft "Guidance on criteria for baseline setting and monitoring"

Public inputs are solicited on the draft "Guidance on criteria for baseline setting and monitoring", in particular, regarding the following issues:

    (a) Whether and how comparable cases should be defined in the context of a JI specific approach already taken in comparable cases;

    (b) Whether the de minimis rules should be used to define the project boundary and estimating leakage and how such rules should relate to the concept of JI; and

    (c) Whether the concept of prior consideration of JI should apply under the Track 2 procedure.
