Call for inputs on the draft recommendations to the CMP

Background

The Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (CMP), at its sixth session, requested the Joint Implementation Supervisory Committee (JISC), to make recommendations on options for building on the approach embodied in joint implementation, as part of the first review of the joint implementation (JI) guidelines (as contained in particular in decision 9/CMP.1, as well as subsequent CMP decisions relating to JI)..

At its twenty-fifth meeting, the JISC considered draft recommendations for the options and identified a number of areas where further development is needed. With that, the JISC agreed to launch a call for public inputs on the current draft recommendations and to highlight specific questions raised through the recommendations and the discussions of the JISC. The results of the call are foreseen to be an important input for the JISC's recommendations to the CMP on the review of the JI guidelines.

Call for public inputs on draft recommendations to be forwarded to the CMP

Public inputs are solicited and encouraged on the current draft recommendations, as contained in annex 6 to the annotated agenda for the twenty-fifth meeting of the JISC. Respondents are invited in particular to consider the specific questions noted in paragraphs 30, 36, 47 and 53 of annex 6, as well as the following further questions:

    (a) What types of activities should be undertaken under a new operational model, for example in relation to project, programmatic or sector levels, and what aspects would usefully be incorporated in revised JI guidelines in order to encourage these?

    (b) What aspects would be usefully incorporated in revised JI guidelines to strengthen a "scheme-based" approach based on the national implementation of JI?

    (c) Should the JI guidelines be amended to facilitate net overall reductions in emissions (instead of offsets leading to increases in emissions elsewhere of the same amount) and how could this be achieved through revisions to the JI guidelines?
