Call for public input on criteria for baseline setting and monitoring
Background
Appendix B of the JI guidelines defines criteria for baseline setting and monitoring.
Decision 10/CMP.1 adopted by COP/MOP 1 requests the Joint Implementation Supervisory Committee in paragraph 2 (f) to "develop, as soon as possible, guidance with regard to appendix B of the guidelines for the implementation of Article 6 of the Kyoto Protocol, including provisions for small-scale projects as defined in paragraph 6 (c) of decision 17/CP.7, as appropriate". Moreover, COP/MOP 1 also decided that methodologies "for baselines and monitoring, including methodologies for small-scale project activities, approved by the Executive Board of the clean development mechanism, may be applied by project participants under joint implementation, as appropriate" (paragraph 4 (a) of Decision 10/CMP.1).
The Joint Implementation Supervisory Committee (JISC), at its first meeting, requested the secretariat to open a call for public input with regard to guidance on criteria for baseline setting and monitoring.
Public comments should be sent to the UNFCCC secretariat by 1 March 2006 to the email address below:
