Highlights of the 20th meeting of the Joint Implementation Supervisory Committee / Report of JISC 20

Bonn, 24 February 2010 – The Joint Implementation
Supervisory Committee (JISC) just concluded its 20th
meeting. The JISC has chosen Mr. Benoît Leguet of France to
chair the JISC in 2010, and Mr. Muhammed Quamrul Chowdhury
of Bangladesh to serve as Vice-Chair. Mr. Leguet, who was
Vice-Chair in 2009, takes over from Derrick Oderson of
Barbados.

Mr. Leguet, an engineer and environmental economist, vice-
president for research at CDC Climat, France, was an
alternate member of the JISC in 2008 and joined as a member
in 2009. Mr. Chowdhury is an environmental economist and an
adviser to the Bangladesh Ministry of Environment. He served
on the JISC as a member in 2008-2009.

“JI is arguably one of the most promising economic tools to
reduce greenhouse gas emissions, but it has been overlooked
until now and is not well understood. The challenge for the
JISC is to put JI on top of the political agenda to prepare
for the post-2012 era,” said Mr. Leguet.

Ms. Fatou Gaye and Ms. Agnieska Gałan were elected as Chair
and Vice-Chair, respectively, of the Committee’s
Accreditation Panel.

The Kyoto Protocol’s joint implementation (JI) mechanism has
accredited its fourth third-party verifier, Det Norske
Veritas Certification AS (DNV), whose job it is to determine
the acceptability of emission reduction projects and verify
emission reductions achieved. The other accredited verifiers
are: TÜV SÜD Industrie Service GmbH; SGS United Kingdom
Ltd.; and Bureau Veritas Certification Holding SAS.

Under JI, greenhouse gas emission reduction projects in
countries with an emission reduction or limitation
commitment under the Kyoto Protocol can generate tradable
emission reduction units (ERUs). To date, 223 projects in 13
countries have been submitted for public comment, the first
step in the vetting process before projects undergo
“determination” by an accredited entity under so-called JI
Track 2. These 223 projects are expected to achieve around
325 million tonnes of emission reductions by the end of the
first commitment period of the Kyoto Protocol in 2012.
