Bonn, Germany, 23 March 2012 –- In its first meeting of the year, the Joint Implementation Supervisory Committee (JISC) adopted a two-year business plan and detailed management plan designed to guide the mechanism to a healthy future.

In related work, the committee also agreed on a work plan to revise the JI guidelines, the mechanism’s key document of rules and procedures.

“We have decided to dedicate this year to the drafting of guidelines on what the Joint Implementation mechanism should look like in the second commitment period of the Kyoto Protocol. Our proposal will be based on the overall vision of JI’s future that we submitted to Parties in Durban in December,” said Wolfgang Seidel, of Germany, who was elected as Chair at the meeting.

That vision includes a single but optimized verification process, the flexibility to allow an open range of activities in countries using JI and the scaling up of the mechanism while ensuring credibility and integrity through strong international accountability. The JISC will present its proposal to Parties at the UN Climate Change Conference in Doha, Qatar, at the end of the year.

“The work of the committee should ensure that JI remains an effective tool of international collaboration for developed country Parties in mitigating their GHG emissions,” said Carola Borja, of Ecuador, who was elected Vice-Chair.

Mr. Seidel, who served as Vice-Chair in 2011, was passed the Chair from Muhammed Quamrul Chowdhury, of Bangladesh. The Chair and Vice-Chair serve one-year terms. The positions alternate between Annex I and non-Annex I members.

The next meeting of the JISC will be held 28-30 May in Bonn.
