Parties Involved in JI Projects

Paragraph 20 of the JI guidelines stipulates: "A Party involved in an Article 6 project shall inform the secretariat of:

(a) Its designated focal point for approving projects pursuant to Article 6, paragraph 1(a);

(b) Its national guidelines and procedures for approving Article 6 projects, including the consideration of stakeholders' comments, as well as monitoring and verification."

*In 2006, the second Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (CMP 2), in Nairobi, adopted an amendment to Annex B to the Kyoto Protocol (decision 10/CMP.2), adding Belarus to this Annex. Based on article 20 of the Kyoto Protocol, an "amendment...shall enter into force for those Parties having accepted it on the ninetieth day after the date of receipt by the Depositary of an instrument of acceptance by at least three fourths of the Parties to this Protocol". The respective amendment has not entered into force and an updated status of ratifications is available on the UNFCCC website.

In 2010, the CMP 6 in Cancun clarified, in relation to the participation requirements set out in section D of the JI guidelines, with regard to a Party included in Annex I to the Convention whose quantified emission limitation or reduction commitment for the first commitment period has not yet been inscribed in Annex B to the Kyoto Protocol, but that wishes to host a JI project, that
(a) in the interest of transparency, the secretariat may accept for publication the project design documents of JI projects and
(b) the Joint Implementation Supervisory Committee may consider these projects in accordance with the JI guidelines before the amendment to include the respective host Party in Annex B to the Kyoto Protocol enters into force.

In addition, the CMP 6 agreed to continue consideration of the issue of issuance of ERUs from those projects at its next session, while noting that the host Party may issue and transfer ERUs only after the amendment to include it in Annex B enters into force and upon its meeting of the eligibility requirements set out in paragraph 21 of the JI guidelines.



(Unless otherwise indicated, the term "JI guidelines" refers to the annex of decision 9/CMP.1. In this annex the term "Article" refers to an Article of the Kyoto Protocol, unless otherwise specified.)
