Background

Under the verification procedure under the Joint Implementation Supervisory Committee (JISC) an accredited independent entity determines whether a project and the ensuing reductions of anthropogenic emissions by sources or enhancements of anthropogenic removals by sinks meet the relevant requirements.

According to paragraphs 3 (b) and (c) of the JI guidelines the JISC shall be responsible for the "accreditation of independent entities in accordance with standards and procedures contained in appendix A", as well as the "review of standards and procedures for the accreditation of independent entities in appendix A..., giving consideration to relevant work of the Executive Board of the clean development mechanism (CDM) and, as appropriate, making recommendations to the COP/MOP on revisions to these standards and procedures".

Paragraph 13 of the JI guidelines stipulates that the JISC "shall draw on the expertise necessary to perform its functions, in particular taking into account national accreditation procedures". Furthermore, according to paragraph 2 of rule 27 of the Rules of procedure of the Joint Implementation Supervisory Committee (version 02.1) (233 KB) (225 KB), the JISC "may establish subcommittees, panels or working groups to assist it in performing its functions".

At its second meeting, the JISC decided to establish an accreditation panel (JI-AP) and requested the secretariat to make a public call for experts to serve on the JI-AP. The JISC decided that the panel shall consist of a minimum of four and a maximum of six experts, one of which shall be an expert in baseline setting and monitoring. Two members of the JISC shall act as Chair and Vice-Chair. On this basis, the first call was conducted from 29 March 2006 until 27 April 2006. Consequently, the JSIC, at its third meeting, established the JI-AP.

Following the resignation of a JI-AP member in February 2007, the JSIC, at its sixth meeting, requested the secretariat to make a new public call for experts to fill the vacant position and propose candidates for the position to the JISC with a view to appointing a new member as soon as possible. In this context, the JISC requested the secretariat to put a particular emphasis on the expertise in methodological (i.e. baseline setting and monitoring) issues in the call.

Experts fulfilling the competence requirements listed below are invited to apply to be considered by the JISC as a member of the JI-AP. The JISC particularly encourages experts in baseline setting and monitoring regarding joint implmentation (JI) and/or CDM projects to apply to this call.

Travel costs and daily subsistence allowance, as well as fees, will be paid to JI-AP members attending a meeting of the panel, in accordance with UN rules and regulations.

Competence requirements

A panel member shall:

(a) Be familiar with the guidelines for the implementation of Article 6 of the Kyoto Protocol and relevant decisions of the Conference of the Parties (COP) and/or the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (COP/MOP);
(b) Have recognized experience and/or knowledge relevant to the JI project cycle;
(c) Have demonstrated relevant working experience of at least two years at a managerial/ decision-making level in a national, regional or international accreditation body;
(d) Be able to communicate fluently, both in writing and orally, in English. A working knowledge of other United Nations languages is desirable;
(e) Have excellent drafting skills, strong operational and analytical skills, and the ability to work as a member of a team;
(f) Possess an advanced university degree in economics, environmental studies, natural sciences, engineering, development studies, or any related discipline;
(g) Be free from any interest that might cause the panel to act in other than an impartial and non-discriminatory manner.

Candidates wishing to be considered as experts in baseline setting and monitoring shall, in addition to satisfying the competence requirements listed above (with the exception of (c)), have demonstrable technical/scientific experience related to baseline setting and/or monitoring.

1) Candidates, whose applications are not successful at this time, may still be considered for the membership of the JI-AP in case further vacancies in the JI-AP arise in the future, provided that the general competence requirements are met.
