Call for experts (JI accreditation panel members) - fourth call
Background
Under the verification procedure under the Joint Implementation Supervisory Committee (JISC) an accredited independent entity determines whether a project and the ensuing reductions of anthropogenic emissions by sources or enhancements of anthropogenic removals by sinks meet the relevant requirements.
According to paragraphs 3(b) and (c) of the JI guidelines the JISC shall be responsible for the "accreditation of independent entities in accordance with standards and procedures contained in appendix A", as well as the "review of standards and procedures for the accreditation of independent entities in appendix A..., giving consideration to relevant work of the Executive Board of the clean development mechanism (CDM) and, as appropriate, making recommendations to the COP/MOP on revisions to these standards and procedures".
Paragraph 13 of the JI guidelines stipulates that the JISC "shall draw on the expertise necessary to perform its functions, in particular taking into account national accreditation procedures". Furthermore, according to paragraph 2 of rule 27 of the Rules of procedure of the Joint Implementation Supervisory Committee (version 02.1) (233 KB), the JISC "may establish subcommittees, panels or working groups to assist it in performing its functions".
At its second meeting, the JISC decided to establish an accreditation panel (JI-AP) and requested the secretariat to make a public call for experts to serve on the JI-AP. The JISC decided that the panel shall consist of a minimum of four and a maximum of six experts, one of which shall be an expert in baseline setting and monitoring. Two members of the JISC shall act as Chair and Vice-Chair. On this basis, the first call was conducted from 29 March 2006 until 27 April 2006. Consequently, the JISC, at its third meeting, established the JI-AP. Since then, another two calls were conducted from 28 February until 27 March 2007 and from 20 October until 19 November 2007 respectively to replace resigned members.
In accordance with the rules of procedure of the JI-AP, the first two-year term of office of initial JI-AP members expires on 15 July 2008 at the earliest, and after this period, three or four members identified by the JISC are to continue to serve on the panel for another one year.
Based on this, at its tenth meeting, the JISC requested the secretariat to open a new call for experts for JI-AP members with a view to selecting new members as well as specifying three or four current members who may serve on the panel for another one year at its eleventh meeting. For this purpose, the JISC decided that current members of the JI-AP who wish to continue to serve on the panel are requested to indicate the wish by re-applying for the new call.
At the same meeting the JISC also decided that:
Experts fulfilling the competence requirements listed below are invited to apply to be considered by the JISC as a member of the JI-AP.
Travel costs and daily subsistence allowance, as well as fees, will be paid to JI-AP members attending a meeting of the panel, in accordance with UN rules and regulations.
Competence requirements
A panel member shall:
Candidates wishing to be considered as experts in baseline setting and monitoring shall, in addition to satisfying the competence requirements listed above (with the exception of (c)), have demonstrable technical/scientific experience related to baseline setting and monitoring.

1) Candidates, whose applications are not successful at this time, may still be considered for the membership of the JI-AP in case further vacancies in the JI-AP arise in the future, provided that the general competence requirements are met.

- In replacing two or three members of the JI-AP each year from the present year (in accordance with the rules of procedure of the JI-AP), the JISC may re-elect those whose term of office are expiring and who reapplied for the consecutive term. JI-AP members, once re-elected, may serve for another two-year term;
- If the JISC replaces a JI-AP member during his/her term of office due to his/her resignation or termination of a membership in accordance the relevant provision of the rules of procedure of the JI-AP, the replacing member may serve for the remaining term of the replaced member.

Competence requirements
A panel member shall:
(a) |
Be familiar with the JI guidelines and relevant decisions of the Conference of the Parties (COP) and/or the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (CMP); |
(b) | Have recognized experience and/or knowledge relevant to the JI project cycle; |
(c) | Have demonstrated relevant working experience of at least two years at a managerial/ decision-making level in a national, regional or international accreditation body; |
(d) | Be able to communicate fluently, both in writing and orally, in English. A working knowledge of other United Nations languages is desirable; |
(e) | Have excellent drafting skills, strong operational and analytical skills, and the ability to work as a member of a team; |
(f) | Possess an advanced university degree in economics, environmental studies, natural sciences, engineering, development studies, or any related discipline; |
(g) | Be free from any interest that might cause the panel to act in other than an impartial and non-discriminatory manner. |
Candidates wishing to be considered as experts in baseline setting and monitoring shall, in addition to satisfying the competence requirements listed above (with the exception of (c)), have demonstrable technical/scientific experience related to baseline setting and monitoring.
