Call for experts (JI accreditation panel members) - sixth call
Background
Under the verification procedure under the Joint Implementation Supervisory Committee (JISC) an accredited independent entity determines whether a project and the ensuing reductions of anthropogenic emissions by sources or enhancements of anthropogenic removals by sinks meet the relevant requirements.
According to paragraphs 3(b) and 3(c) of the JI guidelines the JISC shall be responsible for the "accreditation of independent entities in accordance with standards and procedures contained in appendix A", as well as the "review of standards and procedures for the accreditation of independent entities in appendix A..., giving consideration to relevant work of the Executive Board of the clean development mechanism (CDM) and, as appropriate, making recommendations to the COP/MOP on revisions to these standards and procedures".
Paragraph 13 of the JI guidelines stipulates that the JISC "shall draw on the expertise necessary to perform its functions, in particular taking into account national accreditation procedures". Furthermore, according to paragraph 2 of rule 27 of the Rules of procedure of the Joint Implementation Supervisory Committee (version 02.1) (233 KB), the JISC "may establish subcommittees, panels or working groups to assist it in performing its functions".
At its second meeting, the JISC decided to establish an accreditation panel (JI-AP), which shall consist of six experts, one of which shall be an expert in baseline setting and monitoring. Two members of the JISC shall act as Chair and Vice-Chair. On this basis, a first call for experts to serve on the JI-AP was conducted from 29 March until 27 April 2006. Consequently, the JISC, at its third meeting, established the JI-AP. Since then, another four calls were conducted from 28 February until 27 March 2007, from 20 October until 19 November 2007, from 10 March until 9 May 2008 and from 24 March until 14 April 2009 to replace resigned members or end-of-term members.
Considering that the term of three JI-AP members will expire on 28 September 2009 at the earliest, the JISC, at its sixteenth meeting, requested the secretariat to make a new public call for experts to fill the three positions and propose candidates to the JISC with a view to appointing new members at its seventeenth meeting.
