Call for experts (JI accreditation panel members) - seventh call

Background

Under the verification procedure under the Joint Implementation Supervisory Committee (JISC) an accredited independent entity determines whether a project and the ensuing reductions of anthropogenic emissions by sources or enhancements of anthropogenic removals by sinks meet the relevant requirements.

According to paragraphs 3(b) and 3(c) of the JI guidelines the JISC shall be responsible for the "accreditation of independent entities in accordance with standards and procedures contained in appendix A", as well as the "review of standards and procedures for the accreditation of independent entities in appendix A..., giving consideration to relevant work of the Executive Board of the clean development mechanism (CDM) and, as appropriate, making recommendations to the COP/MOP on revisions to these standards and procedures".

Paragraph 13 of the JI guidelines stipulates that the JISC "shall draw on the expertise necessary to perform its functions, in particular taking into account national accreditation procedures". Furthermore, according to paragraph 2 of rule 27 of the Rules of procedure of the Joint Implementation Supervisory Committee (version 02.1) (233 KB), the JISC "may establish subcommittees, panels or working groups to assist it in performing its functions".

At its second meeting, the JISC decided to establish an accreditation panel (JI-AP),  which shall consist of six experts, one of which shall be an expert in baseline setting and monitoring. Two members of the JISC shall act as Chair and Vice-Chair. On this basis, a first call for experts to serve on the JI-AP was conducted from 29 March until 27 April 2006. Consequently, the JISC, at its third meeting, appointed first members of the JI-AP.

Considering that the term of three of the current JI-AP members will expire in September 2010 at the earliest, the JISC, at its twenty sixth meeting, requested the secretariat to launch a call for experts to fill the three positions. The short list of candidates will be presented to the JISC for its consideration at its next meeting.

Call for experts (JI accreditation panel members)

Experts fulfilling the competence requirements listed below are invited to apply to be considered by the JISC as a member of the JI-AP.

Travel costs and daily subsistence allowance, as well as fees, will be paid to JI-AP members attending a meeting of the panel, in accordance with UN rules and regulations.

Competence requirements

A panel member shall:

(a)

Be familiar with the JI guidelines and relevant decisions of the Conference of the Parties (COP) and the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (CMP);

(b) Have recognized experience and knowledge relevant to the JI project cycle;
(c) Have demonstrated relevant working experience of at least two years at a managerial/decision-making level in a national, regional or international accreditation body;
(d) Be able to communicate fluently, both in writing and orally, in English. A working knowledge of other United Nations languages is desirable;
(e) Have excellent drafting skills, strong operational and analytical skills, and the ability to work as a member of a team;
(f) Possess an advanced university degree in economics, environmental studies, natural sciences, engineering, development studies, or any related discipline;
(g) Be free from any interest that might cause the panel to act in other than an impartial and non-discriminatory manner.

Candidates wishing to be considered as experts in baseline setting and monitoring shall, in addition to satisfying the competence requirements listed above (with the exception of (c)), have demonstrable technical/scientific experience related to baseline setting and monitoring.
