Call for public input on draft JI PDD form and draft guidelines for users
According to paragraph 3 (e) of the
JI guidelines the Joint Implementation Supervisory Committee (JISC) shall be responsible for the
"elaboration of the Article 6 project design document, for consideration by the COP/MOP, taking into consideration appendix B of the annex on modalities and procedures
for a clean development mechanism and giving consideration to relevant work of the Executive Board of the CDM, as appropriate".
Decision 10/CMP.1 adopted by COP/MOP 1 requests the JISC in paragraph 2 (d) to
"elaborate and agree on a joint implementation project design document pursuant to paragraph 3 (e) of the guidelines
for the implementation of Article 6 of the Kyoto Protocol, with the understanding that it shall be applied provisionally
until the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol has adopted it in
accordance with the guidelines for the implementation of Article 6 of the Kyoto Protocol".
In accordance with paragraph 4 of
Decision 10/CMP.1 methodologies "for baselines and monitoring,
including methodologies for small-scale project activities, approved by the Executive Board of the clean development mechanism, may be applied by project participants under joint
implementation, as appropriate", and the "relevant parts of the clean development mechanism project design document, and of the project design document for small-scale clean development
mechanism project activities, may be applied by project participants under joint implementation, as appropriate".
In paragraph 2 (e),
Decision 10/CMP.1 requests the JISC to "develop, as soon as possible, guidelines for users,
inter alia, of the joint implementation project design document, drawing on guidelines developed by the Executive Board of the clean development mechanism, where appropriate".
At its first meeting, the JISC agreed on a draft joint implementation project design document (JI PDD) form. At its second meeting,
it agreed on draft guidelines for users of the JI PDD form and requested the secretariat to launch a call for public input on the structure and content of the JI PDD form and the respective draft guidelines as well as on the need
for development of a separate JI PDD form for LULUCF projects.
Public inputs are invited to cover:
1. Structure and contents of the Draft JI PDD form (269 KB);
2. Structure and contents of the Draft guidelines for users of the JI PDD form (350 KB);
3. Need for development of a separate JI PDD form for LULUCF projects.
The JISC explicitly welcomes inputs on section B of the JI PDD form and from project developers who have used project design documents.
The call for public input is open from 17 March 2006 until 16 April 2006 (17:00 GMT).
